I guess the meaning of 'change' here should be discussed. The standard
palette should be used as a set of 'standard' colours, but rather by name
and not by exact appearance. I.e., user should be able to set his dark
grey to a little darker grey, or a little brighter off-grey etc., as long
as it doesn't get any lighter than 'light grey'.
So surely, the first 16 colours should not be relied on for use in images
(except for the, relatively simple, 16 colour icons).
